Richard Kiy will examine the evolution of U.S. foreign policy in the Americas from the Monroe Doctrine’s 19th-century assertion of hemispheric influence to current regional policies under the Trump Administration including economic nationalism, tariffs and reciprocal trade, immigration and border security and muscular security postures in the Caribbean. Kiy will discuss the impact of such policies on relations with our regional neighbors in the context of today’s shifting geopolitical landscape, the complexities of globalization and China’s growing influence in the Western Hemisphere.

Richard Kiy is the President & CEO of the Institute of the Americas, a nonprofit organization that serves as a catalyst for promo@ng economic development and integra@on, emphasizing the role of the private sector, as a means to improve the economic and social well-being of the people of the Americas. Kiy is the former President & CEO of the International Community Foundation (ICF). His governmental experience that includes serving as Principal Deputy Assistant Secretary at the U.S. Department of Energy’s Office of Environment, Health & Safety (EH&S) in Washington, D.C; Acting Environmental Attaché at the U.S. Embassy-Mexico and Special Assistant for U.S.-Mexico Border Affairs, Office of International Activities, U.S. EPA.
Kiy’s private sector experience includes having served as Vice President for Science Applications International Corporation (SAIC)’s Mexican subsidiary, expanding the company’s environmental technology solutions and services business in Mexico following NAFTA’s passage. He also directed an Environmental, Health & Safety information services division for SAIC’s Intesa joint venture company in Venezuela in the late 1990s. Kiy is a graduate of Stanford University with a degree in economics and Harvard’s JFK School of Government where he earned a Master’s degree in Public Administration. Kiy is the co-author of the book Environmental Management along North America’s Borders.
